Design and validation of a model of the role of legislative public policies in sustainable development based on a development plan

Abstract
The aim of the present study is to design and validate the role model of legislative public policies in the direction of sustainable development based on the development plan. The research has a mixed approach. The data collection tools were document review, interviews, and questionnaires. The statistical population in the qualitative section includes university professors, policy and legislative experts, representatives of the parliament, members of parliament committees, the parliament research center, policy experts in the headquarters of the ministries of the executive branch, and the Management and Planning Organization. The sample size is 13 people who were selected using purposive sampling; the statistical population in the quantitative section is 1019 managers and deputies of government organizations and the Management and Planning Organization of Iran The sample size is 247 people based on the Cohen table, who were selected in a two-stage cluster. Data analysis was performed with NVIVO, SPSS, and SMART PLS software. The results of open coding of qualitative data led to the extraction of 99 initial codes and 9 organizing themes; the results show that the organizing themes of "economic growth", "social security and supportive policies", "social health promotion", "integrated energy resources management", "improving the citizens' health
