The main purpose of the current research was to investigate the most important regional requirements in regional development with a focus on the development of Chabahar port. The basis of collecting information to answer the question (What are the most important regional requirements in the development of Chabahar?) was based on field (interview) and library methods, and finally, the analysis of the collected information was done qualitatively using contextual theory or grounded theory. accepted. The results of the research, which was conducted based on the demands of the Baloch people and the factors of regionalism in the southeast in connection with the development process of Chabahar, showed that the category of regional development in strategic areas cannot be achieved without taking into account the regional requirements and its internal space. lead to the realization of development goals, that is, promotion of security, development and convergence at the local and national level.Based on this, 8 final propositions (regional security, participation, spatial justice, regional cohesion, divisional stability, infrastructure development, political trust) were obtained as the basic requirements of the region in the development process of Chabahar. And the development plans for them can lead to the acceleration of the development process of Chabahar, convergence, security and sustainable development at the local and national level
