جایگاه برخورداری از حق آموزش سواد رسانه‌ای در کنترل قدرتِ دولت

چکیده
هدف این پژوهش بازشناسی حق برخورداری از سواد رسانه‌ای از چشم­انداز حوزه­ی عمومی به منظور کنترل قدرتِ دولت می­باشد. پژوهش با مداقه حق برخورداری از سواد رسانه­ای در تکوین، تغییر، دوام و تثبیت افکار عمومی در حوزه عمومی، نظارت بر دولت را مورد بررسی قرار خواهد داد. این نوشتار به صورت تحلیلی_ توصیفی با روش کتابخانه­ای برای پاسخ به پرسش­ها و محک فرضیات انجام شده­است. نتایج نشان می­دهد حفظ جهان­زیست به مدد ارتقای سواد رسانه­ای حق شهروندان به منظور حفظ حوزه عمومی است. باز تعریف حوزه عمومی در جوامع به خواست و مطالبه­گری جمعی وابسته می­باشد. از ویژگی­های این حوزه نظارت­گری، انتقادگرایی و شفافیت تصمیمات سیاسی ناشی از نیاز عموم به دلیل آگاهی سابق یا افزایش رشد سواد فعلی جامعه می­باشد. باتوجه به نتایج، پیشنهاد می­گردد؛ به منظور ارتقا سطح مشارکت آگاهانه طبق نظریه پارکینسون، سطح سواد رسانه­ای بهبود یابد بدین منظور آموزش سواد رسانه­ای نیز محدود به آموزش­های رسمی نگردد و از گذرگاه­های متعدد که دارای محمل قانونی می‌باشند، همچون صدا و سیما و آموزش­های ضمن خدمت با توجه به ظرفیت­های بالقوه قانون اساسی و قانون مدیریت خدمات کشوری صورت پذیرد.
