Municipalities are one of the important local institutions that play a significant role in the administration of cities. The two dominant models of urban management are the council-mayor model and the council-city manager model. In the council-mayor model, unlike the other model, the mayor is directly elected by the people. The current model of urban management in Iran is close to the council-city manager model. With the pathology that has been done from this model, the council-city manager model prevents the concentration of the mayor's power and prevents the mayor from monopolizing his power. In contrast to the council-mayor model, there are shortcomings of the rival model, such as; The lack of clear leadership in urban management, the instability of the municipality, removes the lack of transparency and increases the participation of citizens. The aim of the current research is to measure the tendency of Tehrani citizens to elect the mayor using a quantitative method with the question that Tehrani citizens prefer direct or indirect election. The analysis and investigation of this research has been done in spss environment using parametric t test and analysis of variance. The result of that is that the citizens of Tehran prefer the direct election of the mayor over the indirect one.
